Hon William Kaart is an octogenarian retired MP. He is the famous former member for Eaglehawk in central Victoria. He has travelled rural Australia extensively, particularly by horse and bicycle, and is hence otherwise known as ‘Mulga Bill’. He has a special interest in billy carts and tries to include in his annual itinerary a visit to Celebrating Easter at Rawson in order to present the Gippsland Billy Cart Derby winners with the ‘Perpetual Buckled Wheel Trophy’.
